Herb Koehler, Village Manager

The Village of Granville is a home rule municipality that has adopted the Council-Manager form of government. Even though the Village of Granville is one of only 15 villages in the State of Ohio that have the Council-Manager plan, the Council-Manager form has become the most popular structure of local government in the United States since its establishment in Staunton, Virginia in 1908. Today, there are more than 3,000 local governments operating under the Council-Manager form in the United States.

The Council-Manager form combines the strong political leadership of elected officials with the strong managerial experience of an appointed manager. The power and authority to approve legislation and to set broad policy rests with the elected Village Council. The Council, in turn, hires a nonpartisan manager who has broad authority to oversee and manage the day-to-day operations of the Village departments.

The Granville Village Manager is the Chief Administrative Officer of the Municipality. Appointed by the Village Council, the Manager is responsible for the administration of all municipal affairs as assigned under the Charter of the Village of Granville. The Manager prepares and submits an annual budget and capital improvements program and administers the appropriations therein.

Bill Mattes, Village Law Director

The Law Director of the Village of Granville performs the functions and duties specified in the Charter and Ordinances of the Village of Granville and performs such other legally permissible and proper duties and functions as the Village Manager shall from time to time assign.

In addition to those statutory duties set forth above, the Law Director shall be responsible for prosecution of misdemeanor cases in Granville Mayor's Court, including oversight of the Alternative Plea Program.

In addition to and separate from the above-defined duties as Law Director, employee agrees to provide litigation services to the Village as needed from time to time. Litigation services are defined as drafting of complaints, responding to any complaint that has been filed against the Village, and all appellate and administrative matters.

Autumn Klein, Clerk of Council & Executive Assistant to the Village Manager

Serving a two year term at the discretion of the Village Manager and Village Council, the Village Clerk is responsible for publishing and recording all actions of Council, advertising public hearings and meetings, and maintaining permanent records of the municipality. The Clerk’s office is the central point of information and communication for the residents of the Village of Granville. Public records, files and current topic information are available for review during regular business hours.

Courtney Ruppert, Assistant Village Manager

Professional managerial position that has considerable interface with all Village departments and community leaders. Responsible for a variety of programs, projects, and functional areas including customer service, contractual services and strategic initiatives. Work involves planning, coordinating, facilitating and directing operations, as well as developing and implementing special initiatives and projects. Performs a variety of highly responsible, complex and confidential administrative tasks and provides independent management support to the Village Manager’s office, other Village departments, and Village Council as assigned.

Missy Wyant, Receptionist
