A JEDD is a special-purpose territorial district created by contract between municipal corporations and townships for the purpose of encouraging economic development, creating jobs, and improving the economic welfare of citizens (Gov. DeWine, 2017).
This JEDD encompasses commercial property only. Residential properties are not eligible to join the JEDD.

The creation of a JEDD enables townships to access infrastructure (i.e. utilities) needed to make land developable and the municipality who provides the utilities gains access to new infrastructure services revenue. Both parties benefit from new jobs, enhanced property values, and income tax revenue for long-term maintenance of the JEDD. The JEDD is a development tool that allows for strategic economic growth that aligns with our Joint Comprehensive Plan.

A JEDD allows controlled, thoughtful economic development that supports the needed diversification of the local tax base. It enables property owners and businesses who want to develop to do so in way that benefits the community. This tool encourages development in a way that supports the current character and lifestyle of our community.

Granville Township has created the JEDD in partnership with the Village of Granville who will serve as the taxing authority and utility provider. A board of directors has subsequently been established to govern the JEDD.

All township parcels identified to be “potential” JEDD parcels are located near the Village’s southern boundary or along SR-16. This area of SR-16 has been identified as an Employment Corridor in our Joint Comprehensive Plan since 1998. Click HERE for an interactive map.

As the municipal partner, the Village of Granville will collect and administer the 1.5% income tax. Revenues are appropriated to the township (60%), village (30%) and the JEDD board (10%). All monies generated support the infrastructure, administration, and future improvements of the JEDD area (i.e. pedestrian paths, roadway upgrades, etc.).
